The Social Amelioration Program is part of the government Bayanihan To Heal As One Act which is primarily intended to provide and grant financial aid assistance to every individuals and families while on the midst of this pandemic battling this infectious Covid-19 virus. The Department of Social Welfare and Development is the one who is responsible in the distribution and choosing its target beneficiaries following strict qualifications and guidelines in the implementation of this said program. The government urges the DSWD to provide transparency on the list of this said program wherein, poorest of the poor, severely affected individuals and only deserving households and families are the main target of this implentation. However, lot of convtroversies and rants on social medias have burst with peoples concerns, taughts and opinions speaking their voice and questioning the validity of those who are chosen to be included on the said lists of beneficiaries.
We're all victims of this pandemic and we should be all benefited to this program. The distribution should be equally given among households regardless of status in life because we're all affected of this crisis- is one of the most highly raised concerns regarding this SAP program. Thus, the Department of Social Welfare and Development thoroughly chooses the rightful and most deserving beneficiaries by conducting evaluation on the life status of every households excluding the member of 4P's program, government employees and other wealthy families in partnership with local government units and barangay officials in validating the target beneficiaries and distribution of the Social Amelioration Program.
Yet, there are still individuals found to be included in the said program which believes to be a family member and relative of some barangay officials, which should not be as per guidelines of the Department of Social Welfare and Development. The main problem also came from few local officials imcluding the barangay and its sector who have pick some members to be included as beneficiaries of this program including their relatives and friends. Jealousy have risen upon the distribution of SAP because of the unequal distribution or "Palakasan System" which benefited only few chosen member of the community by neither qualified member nor the one who's included to the "Palakasan System" of barangays. However, the DSWD didn't end up there, upon the distribution of the first waive of this financial cash aid, they have continued the distribution of the second tranche of cash aid in every localities who have not included in the first batch of the said distribution.
In the midst of uncertainties, there are also honest individuals who voluntarily returned their SAP cash aid which was given to them. There are also others who have honestly waived their slots on the Social Amelioration Program of the Department of Social Welfare and Development so that those who are in need most will benefit from the program. Wherein, this individuals did not sign any SAP form and they already waived their slots prior to validation of the targeted beneficiaries by the local government. And this act of kindness shows that Filipino people truly cares for others and we unite as one in this time of pandemic because its not only about the money that makes us live but its our cooperation as a whole prior to whatever our status in life and whatever crisis and uncertaincies that may come to us, yet we stood still and remain steadfast because we are Filipino, and we are all resilient.
