Self protection and self-defense are the reasons why a person is having a desire to own and possess firearms. Self protection is the protection of one's person or property against an injury attempted by another and It is important for everyone to feel confident about their own safety. Every citizen has the right to security and safety either provided by the government or by their own means. Although they have the right to security and safety , it doesn't mean that they can do all things without consulting and take actions that can lead to breaking the law. So the government, as it recognizes those rights, allows private citizens to own and possess firearms but with specific conditions. The government implements an act that regulates the manufacturing, owning, carrying of firearms and make restrictions to those who are not qualified to own and possess firearm.The government is so clear about the law 10591or the comprehensive firearms and ammunition regulation act, provided restrictions of what kind of firearms shall be allowed only to a qualified citizens. "It is the policy of the State to maintain peace and order and protect the people against violence. The State also recognizes the right of its qualified citizens to self-defense through, when it is the reasonable means to repel the unlawful aggression under the circumstances, the use of firearms." So it means that the government recognizes the right of self defense of every qualified citizen and allows them to use firearms only if he/she is in the situation where his/her is within the line, and repelling the unlawful aggression towards him/her. To sum it up, every private citizen has the right to their safety and security. And because of that right, the government recognizes their need of protection as it is also the state wanted. The government allows a private citizen to own and possess firearms ,only if they comply with the conditions and regulations as stated in 10591 in relation with the ownership of firearms, so that he/she becomes a qualified citizen.
