After the collapse of the Ottoman Caliphate, a state that protected Muslims and Islamic thought, the West divided and divided Muslim territories. Eventually, Western civilization began to dominate the Muslim territories, and these territories became a battleground for world powers such as Europe, Russia, and the United States. The pioneering states of Western civilization have based their education, media, culture and every system on the Western style in order to erase the remaining ideas of Islamic civilization from the minds of Muslims and to replace them with the ideas of Western civilization. If Muslims in any region reject this Western agenda, they are forced to bow to the Western secular system due to the military and economic power of the West.

Today, in the 21st century, the Muslim world is fed up with the devastation and tragic consequences of the Western system, but it lacks the ideas needed to return to Islamic civilization, which prevents the Western system from being replaced by the Islamic system. There is an obstacle. Now there is a need to re-awaken in the minds of Muslims the true concepts of Islam which are capable of initiating Islamic civilization as compared to the Western civilization. Recognize this Islamic state, the establishment of which is essential for the re-emergence of the Islamic way of life. It also increases, so that the West, in spite of these sincere efforts for change, does not take advantage of the intellectual weakness of the Muslims and deceive them away from the establishment of a true Islamic state.

The first of the basic attributes that a state must possess in order to be called an Islamic state is that the foundation of this state should be based on the religion of Islam. From the very first day, Islam became the basis of this state and power. Then the Prophet (peace and blessings of Allaah be upon him) ordered the people to hold the ruler accountable for violating the rules of Islam in his rule and included him in the duty of enjoining the good and forbidding the evil. Similarly, the fact that Islam is the basis of Islamic government also means that all legislation will be limited to the commands of Allah Subhanahu wa Ta'ala and in this matter no ideology other than Islam will be resorted to. In an Islamic government, all state affairs, including the judiciary, economics, society, government, internal and external policy, education, industry, health, the army, the treasury, etc., are regulated solely in accordance with Islamic precepts.

Then any country can be considered a complete Islamic state only when its security (ie protection of the region from internal and external threats) is in the hands of Muslims and the rules of Islam are enforced there. If any one of these conditions does not exist then the area will not be an Islamic state. And he accepted Rasoolullah as the ruler and took responsibility for the security of this state without relying on any external force.

The third basic attribute of the Islamic state is that its rule is not collective but individual. Therefore, the rule in an Islamic government is not based on the collective wisdom of human beings but on the revelation based on the infinite wisdom of Allah Subhanahu wa Ta'ala which can only be enforced by the head of state ie the caliph. In an Islamic government, legal opinions are preferred based on the strength of their thinking, while in a government based on collective rule, legal opinions are preferred based on public acceptance and aspirations. Islam denies collective rule and Does not allow more than one ruler of a state. The caliph is the person to whom the Muslim citizens of the state entrust the authority to enforce and spread Islam through allegiance and the caliph performs these duties through a state structure based on his aides, guardians and agents.

The fourth characteristic of the Islamic government is that it has the right to choose or appoint a ruler who has the right to choose the ruler and appoint him as the caliph after implementing the Islamic system and spreading the Islamic message all over the world. she does. The Prophet (peace and blessings of Allaah be upon him) became the ruler of Madinah when the second pledge of allegiance took place in the valley of Aqeba in the month of Muharram. Like democracy, Islam has adopted a method of resolving differences of opinion and adopting a single opinion in different opinions in order to make a law which is completely different from the democratic method. The result is that he can adopt the strongest opinion out of the various Islamic opinions as the law. In the case of Shariah rulings, the strongest opinion is chosen on the basis of the strength of the Shariah argument. And he said:﴿ وَأَنِ ٱحۡكُم بَيۡنَهُم بِمَآ أَنزَلَ ٱللَّهُ وَلَا تَتَّبِعۡ َۡهۡوَآءَهُمۡ﴾ "

In the same way, in order for a state to become an Islamic state, it is necessary for it to establish relations with other countries only on the basis of Islam and to be the pioneers of the call to make the religion of Islam prevail over the whole world. The Muslims knew that the military might of the Muslims in Madinah was weaker than that of the Quraysh. Therefore, Islam does not envisage a state that claims internally to enforce the precepts of Islam but recognizes the world order in order to assert its position and status before the world powers. There is no concept of a state that abides by Western international law, recognizes or joins colonial bodies such as the United Nations or the Security Council or the IMF or the International Court of Justice, the permanent borders of the state based on the concept of nation-states. There is no Shari'ah argument in Islam for the existence of such a state.

Certainly in the present age, when the West seeks to eradicate Islamic ideas from the Muslim mind through its massive cultural and intellectual invasion of the Muslim world, it is imperative for Muslims to gain a full understanding of these ideas which are the foundation of Islamic civilization. The enemy world powers and their agents in the Muslim world cannot deceive the ruling Ummah in the name of Islamic government. It will be the starting point for taking the Islamic justice system to the whole world.
