The companies that sell are called "registries." You can go to the ICANN website and see which companies have purchased various top-level domains. For example, .aaa was purchased by the American Automobile Association. Below the subscription are subscribers. Companies like GoDaddy.com can sell both top-level domains and domain names to people.

Whenever you go out somewhere, open your website online, and view the documents on the website. Just look at the records stored on the hard disk. The only difference is that the world would not be able to access this website. Only you will be able to access it because it will have a username and password. So you get a website that you can use as a hard disk.
