Knowledge and Intelligence.
In basic biology, we were thought how traits are being passed through generations...
The traits are being affected by environmental factors and changes or mutations can occur.
Some traits can be changed or lost along the way. The most important thing here is, any particular trait is independent, knowledge is independent, there are other equalities in leadership like that spells competency.
Some people can have all of these qualities, some people can have some of the qualities and will not have other ones, in democracy you are saying is all about knowledge and intelligence what if a leader is knowledgeable and and intelligent but wicked and lacked focus?
I might not have the idea of the whole thing but democracy is beyond knowledge and intelligence but these qualities are good and can go a long way.
