Some people don’t like an animated GIF image on the cover.
It may be your personal choice. But, the real world is not static.

The cover image of a blog is somewhat essential. A beautiful cover photo can attract a lot of audiences to the blog. Don’t you want to catch the attention of the readers? If so, then don’t hesitate to use animated GIF images on the cover of your blog.
One important point is to use only appropriate images on the cover. I have seen many blogs by the top-ranking bloggers who often use sexy pictures on their blogs. Those photos are irrelevant to the topic. They want to show undue attention with sleazy images. That is very bad as a blogger.

I suggest using only relevant and appropriate images with meaningful animation. The GIF animation should be relevant to the blog. The GIF may add some information to the blog.
You can embed some additional information in a GIF image. For example, I can add some texts to be floated after a picture. I can also create a GIF from a video of two or three seconds duration.
