Hi! Basic Troubleshooting:

Identify the subject. What are you looking at? Eliminate any and all possibility that you may be looking at something else entirely. This will be critical if you are dealing with electronic components.
Second: Identify the failure. Is it not operating (and it was supposed to)? Is it operating incorrectly (not within the required parameters)? You must obtain as much information about the defect as possible as not to improperly frame your approach to the next step.
Third: Identify and isolate possible points of failure. This is the hard part since you will need to have some working knowledge of the functions/theory/components of your subject. I hope this helps;
