How much veil-hijab prevents rape?

Or, did Allah (swt) send down the veil so that rape, adultery and fornication may be removed from the society? I think this is a wrong question. The rate of rape may be reduced if women wear the hijab, but adultery may also be reduced, but not only because they are wearing the hijab, but also because people are following Islamic teachings. In a society where men take care of the eyes and women cover themselves with a veil, and if there is a sufficient amount of taqwa in the hearts of both parties, then the amount of all immoral acts including rape will come down from that society. But still the thing is - the provision of veil-hijab did not come only to reduce rape. Let's think of a country where Sharia law is fully enforced. There is a provision to cut off the hand for stealing, there is a provision to kill by stoning in adultery. Since the state law takes strict action against rape, no man can reach out to a woman. Since there is no rape, the state does not allow it, the state is seriously involved in this matter — then should the women of that country not wear hijab? If the one and only purpose of hijab is to reduce rape and adultery, then in a country where these things do not exist, women can wear hijab without veil, so what? But that is not true. Women wear the hijab because it is in accordance with a revelation from God. The dress code prescribed by Allah (SWT) is for them. It does play a role in reducing rape, but it is not the only thing that plays a role. Four things are necessary to reduce rape from the society or the state: the law of the state, obedience to the dress code, obedience to God's commandments, protection of the eyes of men and balanced Islamic teachings. There are laws in the state, but everyone is very open about dress and hope - rape will not decrease. People can't swallow anything for long by force. Clothing is fine, but there is no law - people will become reckless. Everything is there, but there is no balanced development of education - people will remain ignorant. People will never understand what is a crime and what is not a crime. But whenever a rape-incident takes place in the society, all our eyes, all our attention go and gather under the veil of women. Why didn't the girl wear the veil became our main headache. But no one raises the question of why the boy did not take care of his eyes. No one can question why there is no law in the state. The question of why in the balanced development of Islamic teachings, instead of the necessary talk about rape-adultery-adultery from the pulpits of the mosque, the statement of weeping is more prevalent. Allah (SWT) has prescribed the state law for rape, adultery and stoning to death. He has made it obligatory for women to wear hijab. Made obligatory for men - custody of sight. Ahl al-Ilm has made it obligatory for the scholars to convey the correct message of the religion. But, after the incident of rape, we collectively say: 'Areh! Canoe did not screen? If you don't wear a veil, you will be raped. It is more important to determine the position of the oppressor than the condition of the clothes of the oppressed. We jump on the weak, not the shadow of the strong.
