Photography most of the times doesn't require you having the talent before you do it. You can just take pictures randomly and it'll turn out to be a good one.
But when it's said that the person has the talent for photography, it means he just always decides to take pictures at the perfect times. He just sees a situation and without hesitation takes his camera and just takes pictures.
THE TALENT ALWAYS STANDS OUT.
Photography can be done by just anyone but those that can truly do it are not usually hard to find. Mainly cause most of what they think about is "what would happen if you stay beside this and I take your picture". They are always picture minded.
Another thing about them is they always pick out what's Beautiful from what's not and they always find out easily what a picture needs from what should be taken out of it.
