It would not be an exaggeration that the knowledge of the English language is the passport to the modern language. Functional language is a type of language which is used to perform a specific type of function. Functional English is the usage of the English language to perform a required task or action. Usually functional English is taught to students as a foundation course to gain a handsome grip over the English language for the purpose of communication or sometimes to fulfill the academic requirements. Functional English provides a steady knowledge of the English language, skills to communicate in the English language in order to survive confidently and independently both on the workplace and within the society.
But, as the question states that Pakistani scholars are unaware of writing essays etc, and unable to create any genuine composition related to functional English is due to the lack of the availability of the resources related to English. In Pakistan, ‘Bazaars’ (markets) are full of the availability of the books which claims about the learning of the English language in less than a week but if we closely observe that we will come to know that these books are almost similar in the material which they provide. And this material is not a genuine product of Pakistani scholars but it is a product of western countries or a neighbor country and Pakistani scholars are using that material by removing the label of the original authors and claiming this as their genuine material to gain fame or to making tons of money by selling them. And unluckily these so-called original books/ material are in huge demand in the market due to craze of the public to learn the English language. And these books are sold like hot cakes from the publishing houses or the book stores.
I can understand the craze over books though but I do hope those books were made in a way that can be understood by the locals else it would somehow look pointless to go in a frenzy over them if they're not understood
