The Push back from Covid lockdowns will be extreme.
Here's my option to engage the public without a business license, as you won't be involved in commerce.
Bartering.
There is no Tax liability for bartering and here's the Beautiful caveat to make this work.
Government deems Silver and Gold, All Metals, as simple property, not as currency or Money...so, We Barter in Metals, and anything else deemed of value, for the things we want and/or need.
Do the Trading at current market value of the metals, or haggle on everything else, and avoid Government oversite.

The design of the Barter Post, Trading Post, will need to have "No Trespassing" signs, a fence with a gate you must walk through before you enter the Post.
This way You can stop All people, including Police from having access to your location.
You will need a safe to store metals and/or jewelry, a security guard, and a back room for more security while engaging in high value trades.

You would not be able to have any currency on that property but what you have in your pocket, if/as needed.
Any currency used to resupply would not be allowed on the property as that would be business.

A Broker to transact in currency would be needed to resupply and accept trade for any, and all, items to be for trade at the post.
The ability to test metals and stones is a must, so as to not be cheated.

Lastly, a Land Patent would be required to be exempt from property Taxes. This will save you money and stop the State from claiming Jurisdiction over the property.
Crypto-Currencies might be another path to take as well. I have not investigated that as an option and do not trust the paper trial.

No matter where this is attempted the state will attempt to claim you are a business and therefore must be taxed, even the IRS may try to claim Commerce has transacted.
This will fail as there is no Tax Code for Bartering and until Government makes Metals currency/money, it's not commerce.
