Slavery is coercion isn't it? There is no voluntary slavery anywhere. I think you are describing charitable work.
Coercive slavery is against voluntarism but there are cases in which people willfully remain, slaves. For example wage slaves of modern times.

Countries abandon social programs so voluntares take over. There should be no volountarism, countries should use collected taxes better and pay for service.

I disagree. There should be no borders, there should be democratic republics, from the people for the people. Now we have a system of oppressive faschist governments and the power is drawn from money for the top 1%. Coutries are, OK, the way they function now is not.
I disagree. Having the structure of country always leads to this. Power has a natural tendency to consolidate. It is much better if we cooperate on an individual or a small group level.
And who will take care of the disabled, elderly, who will pay for education, kindergaten? Who will help you when you loose your job? Friends? Some people don't have any, elderly in particular. They worked, they deserve a social security net. There is no other fair way of redistributing wealth than a rule of law and someone has to enforce it. Village militia? PMSL
Everyone has to take care of themselves for the most part. There will be private charities. Redistributing wealth is just a fancy word for stealing. It is immoral.
