I am not sure of whether it is blocked or not, but an effective way around Russian control of social media (hiding the truth from the Russian people) could be to play them at their own game. I am sure their social media is full of pro-Putin stuff so why not provide some balance. Sign up to VK (Russian equiv to Facebook) and get your voice heard.
