Rape and Polygamy

In 1779, 3rd President of the United States of America, Thomas Jefferson proposed a bill that punished male rapist with castration. Bill 64 reads, '' Whosoever shall be guilty of rape, polygamy, or sodomy with man or woman shall be punished, if a man, by castration, if a woman, by cutting thro' the cartilage of her nose a hole of one-half diameter at the least ''. It is so surprising, that there was a time when it was actually a crime to practice polygamy in the world, and even in one of the centres of modern civilization like USA. But today, even same-sex marriage (Homosexuality) is not a crime but a right in this same country USA. Is the world really advancing in civilization or in immortality?
