Quite a good number of people who are into crime or other vices were pushed into it because of circumstances. Some want to stop that vice that has been a bane to their human development but they haven't done that yet. When you encounter such person, examine and know what his weakness are so as to help keep the person away from such social vices. It's for the good of the society when we have one less crime fellow off the radar than having them multiply on a daily basis.

Attempts to reform society through preventive measures are the right way to build a society free of criminals. As for the many laws and their severity, they increase the criminals number and evil.
