What do criminologists study?

According to Sutherland's definition, criminological study extends to the processes of "making laws, of breaking laws, and of reacting toward the breaking of laws." In explaining what is meant by "making laws," "breaking laws," we shall take a contemporary as well as historical look at these processes, and we shall frequently investigate their working on other societies.
