The correct picture of government is one where a giant sits in a cart behind you that you're pulling along as you walk. In a similar fashion, if you make moves the giant doesn't like, it will reach forward and punish you. The difference is that you can just stop pulling the cart and keep walking forward without it. The giant can't get out of the cart so it can't move on its own; it needs to find someone else willing to pull it in order to catch up with you.
