I don't think if it's just me who has this kind of feature in my browser. The thing is, my notification bell is always turned on to red meaning I have always a new notification but it's not that, it suggests that to get rid of that, one should try to open the unread notif, if not mark those as read and refresh the website then it's fine. I don't know but I am sometimes fooled that I have a new notif but then it's the old notif and it's a bit annoying.

You have to press the next page, and mark as read so the red bell will disappear.
Baka kasi marami kang unread messages mo. Ganyan din akin. Pero now okay na siya mag may blue dot pa mean unreas message pa yin so clich mark all as read. Ang mamark lang niya ay yung nasa first page yun ang observation ko well di ko alam sa inyo. At lagi kong pinipindot ang mark all as read. Lalo na kung di naman mahalaga sakin yung Message.
You just need to click mark as read, because as long as you didn't read your every single of notifications, it keeps the bell turned on.
Just press the next page of mark as allread 😊 yes it has an update recently.
