The most brutal stuff is the cold war where you can't predict anything. In this war of surprises, the public doesn't notice anything but yes it's happening in a pre-planned manner. Suppose the situation I have observed just a day before the announcement of official governance of Islamic emirates of Afghanistan sad news has been received. The struggle Syed Ali Gillani left us in sorrow. I can't imagine you will restrict his family from the funeral ceremony and when wouldn't give them his body. This is so much terrible.
