When you have a medicine you can treat only the diseased. You can have a vaccine you can guilt the whole population into taking it. One is exponentially bigger business than the other.

I think there's a clear distinction between normal drugs and vaccines. The consequences of not taking one affects you alone while the latter affects an entire population. So business aside it's kinda necessary.
If vaccine works anyone can opt for them and feel protected. The fact they want others to take the vaccine is proof that they don't work. Vaccines are not effective because others are not taking it is a stupid excuse for the lack of effectiveness.
