All government bodies are registered corporations including the police. Their laws only have power through contract . You have to enter into a contract for them to exercise their power. For example if you are violating a Covid statute and the police are in the process of charging you for it, the last thing they say to you is 'Do you understand'? In legalese this means do you stand under the statute I am charging you with. If you say 'Yes' to that question you just entered into a contract and subjected yourself to their power.
