If #Riftwatchers will be sold only with SPS + Vouchers and they say each pack will cost around $5, does this mean the amount of SPS required to buy a pack will change depending on SPS' market value? If not, how are the packs supposed to be priced at $5 if you can only buy them with SPS and the price of SPS is subject to market pressure/fluctuations? Just wondering...

That's the way I understand it. If SPS goes down in value, you will need more tokens to purchase packs. This will work as a kind of regulator for the token I believe.
