No, there is a random upvoter. It will upvote you if you wrote something good but it can take over 7 hours to find you. Next to that other users can give you a tip out of their wallet.
You need to publish good content. If this means writing (welcome to read.cash a platform for writers) you better start writing longer posts. If it comes to commenting write valuable comments. Valuable means: the author, article, and read.cash have benefit from it! Read.cash wrote it all down in her articles. I advise you to read them.
