Question for you guys, do I need a certain amount of CTP staked if I wanna use the !CTP command to tip someone?

  Yes, at least 100. You need to be careful now because the rules have been changed the last few days to not tip if you dont have enough words or use other tips. (exact rules no longer disclosed)
