For new update of noise.cash heart reward they said if the author heart and comment to ure comment to his/her post you receive reward actually its right and wrong base on my experience you can receive reward if your status is good/excellent and you can receive reward without comment from author heart is enough. So thats why other user dont get heart reward its because their status is bad or worst or their still in qr code.
