Interesting,... today I got my Google Maps Timeline update for March... but actually I had this service turned off. So I guess if you use google maps and have gps on, it turns itself on? Pretty sure I did not click anywhere to activate the service while using maps on my smartphone... Does any of you use this service actively or are you also more the "Google does not need to know everything" kind of person?
