If it fails, the BLAME is squarely on the national leadership. Lets look at the law: 1.) Vaccine is for free for everybody because that is the condition for its entry into the Philippines free from taxes. Private enterprises can order vaccine ( under a multiparty agreement , meaning the Private Enterprise + Department of Health + Vaccine supplier like Moderna). The bottleneck here will most likely be the DOH if there is any delay. 3.) Private enterpises or groups will be able to formulate their own vaccine recipient list and implement their own operational procedures. That is good, because private enterprises move more quickly than the govt and may have better framework on the transport, networking and other support system. 4.) LGUs can do what private enterprises can do and can even advance payment. 6.) Ang RED CROSS, sa bawat isang bibilin nila sa manufacturers, dapat may nakalaang counterpart na ido-donate sa vulnerable at indigent sectors. 7.) PRIORTIES are clear: a.) healthcare workers, b.) senior citizens, c.)person with comorbidities ( meaning, with two simultaneous illness or physical ailments), d.) frontline personnel in essential services such as uniformed personnel and teachers. REMEMBER: walang congressmen/women, senators, other local officals at artista na nakalagay sa priority. 8.) Immunity sa manfucturers , volunteers, representatives of authorized private entities from suit and liability. Hindi sila mahahabla maliban na lang kung may willful misconduct or gross negligence. Ito ay para ma-encourage ang PFizer, Moderna, Johnsons and Johnsons at iba pang suppliers mag-transact sa Pilipinas. WALANG PRIORITY na binibigay ang batas kay nino mang manufacturer kamukha ng Sinovac na nanggagaling sa China. 9.) May COVID-9 NATIONAL VACCINE INDEMNITY FUND para panggastos sa mga nabakunahan kung sakali kailangang ma-ospital dahil sa maaaring seriosong epekto ng vaccine sa kanila. Kung nagkaroon ng permanent disability or death, sagot ng Philhealth kaagad. Ang layunin ng batas ay bigyan ng kompyansa ang mga magpapabakuna. 10.) Ang laki ng pondo ng indemnity fund: P500,000,000 " to augment the funds of Philhealth for this purpose". HOWEVER, Kayang patigil ng presidente ang patuloy ng pagpopondo base sa recommendation ng Permanent Committee. Huwag sanang maging whisical, capricious at knee-jerk reaction ang pag-excercise ng kapangyarihang ito. Hwag maghari-harian. Sa totoo lang, walang rason para patigil ang pondo na para sa BAYAN. GAMITIN lang ito sa marangal, wasto at tamang paraan. 11.) Lahat ng nabakunahan, bibigyan ng Covid-19 vaccine card. Walang bayad sa "issuance, amendment or replacement" ng vaccine card. 12.) Sabi mismo ng batas na hindi na dapat hintayin ang Implementing Rules and Regulation para ang batas ay ma-implement. KAYA, para sa ating mga mahal na kababayan, IGIIT natin ang madaliang pag-implement ng batas --- walang bottleneck dapat at walang politika at walang kawalan ng plano ang gobyerno. Huwag lang puro conferences sa gabi, panglalait, pagbabanta, pagmumura, pagyayabang at media-epal-moves. DAPAT kumilos na ang gobyerno. Lets do this pwede po ba?!
