Wouldn't say they are dead. I think a lot is going to change on noise. Expecting a notification on this soon
The problem with updates around here is that admin rarely tells us about them, which is always weird to me considering they have the platform to do it.
I think it's not dead fully. But allocation is reduced drastically for everyone.
Yes, I mean free tips were great incentive for everyone, I'm afraid many will slow down their activity on Noise
The only advice would be to patiently await the funds to restart. No doubt about it, the spigot has been closed here for the past couple of days. lol

The funds will restart. Not sure what is going on...but only time will tell, right?
