Rules ensure the safety and quality of both products and workers. Rules on copyright and patents protect the inventor’s intellectual property and punishes their exploits. Rules as exercise of authority emphasizes that nobody should be above rules in terms of benefits and punishments.  Everyone who follows rules then is only upholding the common welfare or greatest good.
