The idea: Users will be able to buy access to journal articles with small amounts of BCH. When an article has collected a certain amount of BCH (I think it was an amount equivalent to about $50) it will be free for everyone and always. I think it's a very good idea because in this way valuable journal articles (it's mainly about surgery) will be accessible to readers in the third world. I love this project.
