It's very horrible to hear a news about a disable child raped by the step father and the step father took suicide afterwards. Can you feel where the human mentality go wrong? Honestly, a normal person with a normal mind will never think about raping someone especially a part of the family unless there's psychologically wrong with the person. Rape is a choice by many and a fun fact, majority of them are mentally impaired meaning to say they no longer distinguish "what's right between what's wrong". It is right that we should not tolerate rapist nowadays but as person who believes in the science of psychology, I am pushing the movement where every Rapist should be examined MENTALLY. It's just the same with drug rehabilitation and a human mind can go error like the computers.
If we do as you said I believe everyone will fail the test and they will be taken as the culprit. I find it better is to make it open. Not to restrict, but if found guilty must punish. I mean open in the sense of legalized profession. Or we can mark someplace for red areas. I think this way is better.
