NEVER AGAIN!!! It is Only in the Philippines that a detained convicted person will run for a high government position. While an ordinary citizen applying for a job will need a Police and NBI clearance to prove that he/she dont have any criminal records before his/her application will be accepted. Imagine that? This is insane!
