I was reading something online that said that Halley's Comet is visible with the naked eye from Earth every 75-76 years. It went on to say that it is the only comet which can be seen twice in a human lifetime. :::record scratch::: How many people live to 150?

That makes Sense people do live to be 100 so maybe at a young age they seen the comet and then before they pass away 75 76 years later they seen it again. kudos to @Julsijuls

I think you should be asking the Asians that question. The are of the best position to answer that not American or Europeams etc.
I suppose it's a lot more likely if the person was a child when it came around the first time. I was a bit too young to properly appreciate it in 1986, but there's a reasonable chance I'll get to see it when it comes back around in 2062.
