Does anyone know how to search for users on Noise? Why am I not seeing that function? (other than that I am an idiot)

I don't think there is one. You can only scroll through the Explore section.
best way is finding their invite links, then you instantly follow each other... otherwise just try to enter their user nice in the address frame
That's the best solution I was able to figure out too. Great minds etc!
