Answering with no reference to any real world issue, just want to say that I am deeply opposed to the phrase "we have/ had no choice but do something". There are always options, the tricky part is to find the ones that are not the obvious/ the easy ones. To get out of the mentality of the pairs: really bad option - still bad but less bad option & they give us what we want/ stop forcing us what we don't want - we take it/ avoid it by force (there will surely be more of those pairs, these two are the firsts that come in mind). Clearly, what I propose would demand a massive and collective amount of getting out of comfort zones/ panic - surviving zones and of thinking outside the box, so I close this comment by classifying it as "Food for thought" for now and not applicable at the moment.
