in Indonesia, Neighborhood units or in bahasa they are called "Rukun Tetangga (RT)". This is the smallest unit in the Indonesian government system. The duties of the RT are essentially to organize local residents and provide procurement if they receive assistance from the government. And to become a neighborhood association leader, you don't need to be a graduate of a university. The minimum education required is just a junior high school graduate and you can become an RT head. It's just that the selection of the RT head itself requires a general election from local residents, such as the election of the president and other legislative members.
