WHO REALLY PAY THE FINE? I saw a news on our Nigerian National newspapers " The Nation ( Friday, August 13,2021), vol. 13, no. 5492, pp. 7" where the most use telecommunication service provider "MTN" in the country is fine 300 billion naira for breach/ non compliance to government directive. To me this, if MTN breach directive, the fine is well deserved but who will pay the fine is one of the questions to ask. Let's evaluate this critical, MTN call card and data consumption rate has increase over time, for example, 2.5GB of data can't last upto a day regardless of what the user is doing and 200 naira worth of call card can't last more than 5minutes of call. From the above, it can be seen that MTN service provider aren't the ones been fine but the innocent users are paying the debt for something the know not. WAY FORWARD: since the country has legally find MTN guilty and the necessity of fine, a law or protocol should be put in place so that the user won't be the ones paying the fine.
