I would like to know in what context the American president of WWII said this. I assume, he would say it in a meeting with the general staff during the analysis of the progress of the war. If so, the best way to stand still is when they achieved peace. Unfortunately, the world since then, and probably, forever, has never been at total peace, and is always advancing and retreating.
