Starting June 27, Coinbase users in the Netherlands will be required to indicate the name and address of the recipient, as well as the purpose of the transfer, when withdrawing funds. And in some cases, you will need to link the receiving address to your Coinbase account. This is done so that the exchange can make sure that the sender and recipient of cryptocurrencies are the same person. This decision was made to comply with local laws.

This is just insane even Dutch exchange's don't have that
It is better with the exchanges that doesn't accept KYC.
I'm not sure but Netherland govt. Will apply this rule to all exchanges
