The USA government didn't "fail to take down narco-terrorism". That's because the USA government *are* narco-terrorists and it would be bad for the economy to stop their "war on drugs". Does anyone remember that the Cocaine Import Agency actively distributed and sold the marching powder into BIPoC neighbourhoods so that they could fund at least one war in South America?
