ETHs scalability problems are not related to the fact that it is POW (mining) instead of POS (Proof of Stake). There is also no guarantee that a POS cryptocurrency will be more decentralized than a POW cryptocurrency. In fact an argument for POW is that miners will have to regularly update their hardware to keep up, whereas POS stakeholders can just hold and accumulate and hence big holders will gain a bigger and bigger piece of the "consensus pie".
