The Elven Cutthroat is highlighted this week in the Share Your Battle Challenge for Splinterlands (https://tinyurl.com/523j22e5) which is a card that highly resembles the Uraeus. Both Neutral, 3 Mana, Sneak and 2 Melee attack. I do rank the Uraeus much higher having 1 extra armor and the Poison ability compared to just 2 more speed for the Elven Cutthroat. I personally don't own the Elven Cutthroat at a higher level but I will get my Uraeus there for sure as it is a card I can see myself using all the time!
