Why some country's moved on from this "COVID"pandemic but some country can't move on????WHY???

Luck of facility.Luck of medical personal.Luck of responds. The most people don't have is luck of discipline....... People always point their fingers in government groups saying that they don't respond quit. Always the government take's the blame.. Thank twice please all of us has a mistakes not fallowing the government role to fight covid.
