The restrictive measures of the Ethermine pool are "aimed at complying with the sanctions requirements of regulators" - so that Russian and Belarusian users cannot bypass the sanctions of the US government with the help of cryptocurrencies. Despite the policy update, Ethermine has not yet taken technical measures against users.
